Updates outdated statutes governing court reporters by replacing references to "stenographers" with "court reporter" throughout Minnesota Statutes sections 486.01, 486.02, and 486.05.

Authorizes direct appeals of referee orders and decrees in probate or civil commitment court proceedings to the Court of Appeals, bypassing the district court review process.

Allows electronic recording equipment to be used in expedited child support proceedings instead of requiring court reporters, provided equipment meets state court administrator standards.

Clarifies that signing a court document with a perjury declaration constitutes verification under oath without notarization, and establishes that perjury violations may be prosecuted in either the county where signed or where filed.

Repeals outdated statutes including the electronic recording of court proceedings statute (section 484.72), the court reporter expenses subdivision (486.05, subdivision 1a), and the Hennepin County court reporter salary provision (section 525.112).
