Establishes new accountability measures for charter schools serving at-risk student populations, defined as schools where at least 70 percent of enrolled students are eligible for the graduation incentives program under section 124D.68.

Requires charter school contracts for eligible schools to be based on three performance categories: 30 percent on student achievement and growth on nationally or state-normed assessments for continuously enrolled students, 40 percent on postsecondary and workforce readiness measures selected from ten specified options, and 30 percent on student engagement measures selected from six specified options.

Postsecondary and workforce readiness measures include graduation rates, dropout rates, standardized test participation, dual enrollment credits, work certification completion, and employment or military service outcomes.

Student engagement measures include attendance rates, truancy data, student retention of dropouts, character and social competency assessments, and community service goals in individual learning plans.

Requires students to be continuously enrolled for at least 120 school days before being counted in performance evaluations, with most measures calculated using three-year averages; effective for the 2016-2017 school year and later.
