Appropriates $2,400,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Paul.

Funds are designated for design completion and renovation, restoration, construction, furnishing, and equipping of the Carnegie Library, formerly known as the Arlington Hills Public Library.

Nonstate contributions to library improvements made before or after enactment satisfy matching requirements, with no additional nonstate match required.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,400,000 to provide the appropriated funds.

Takes effect the day following final enactment.
