Commissioner of Management and Budget must coordinate development of disparity impact notes for proposed legislation upon request by committee chairs or ranking minority members if enactment could significantly increase or decrease disparities, with completion required within ten days and public availability.

"Disparities" defined as differences in economic, employment, health, education, or public safety outcomes between the state population as a whole and subgroups defined by race, gender, and geography.

State agencies must certify to the Commissioner of Human Rights before implementing new programs that they have taken actions to ensure the programs will not increase relevant disparities.

State agencies must certify to the Commissioner of Human Rights by June 30 and December 15 each year the actions taken to ensure existing programs will not increase disparities, with Commissioner providing annual report to legislature by February 15.

Each change item in the governor's budget proposal requesting new or increased funding must include a succinct analysis of whether the funding is likely to increase or decrease disparities.
