Commissioner of Education shall award one grant to an eligible organization serving girls of color in Ramsey County and one grant to an eligible organization serving girls of color in one or more counties in greater Minnesota.

Grant funds must be used to increase academic success of girls of color, reduce suspensions in public elementary and secondary schools, increase on-time high school graduation rates, and encourage pursuit of postsecondary education.

Ramsey County grant recipient must develop a model program replicable by other Twin Cities metropolitan area counties; greater Minnesota grant recipient must develop a model program replicable by other greater Minnesota counties.

Commissioner must submit a written report by January 15, 2019, to legislative committees with K-12 education jurisdiction containing program design, activities, expenditures, and outcomes disaggregated by race, cultural group, family income, age, grade level, school district, geography, migrant status, immigration status, home language, English learner status, disability, homelessness, and foster care.

Unspecified amount appropriated from general fund for fiscal year 2017 as a one-time appropriation available until expended; section effective July 1, 2016.
