Commissioner of education shall award competitive grants on a first-come, first-served basis to eligible organizations to help girls and women of color gain financial literacy.

At least two grants must be awarded to organizations serving girls or women of color in Ramsey County with at least one serving secondary school students, and at least two grants to organizations in greater Minnesota with at least one serving secondary school students.

Grant recipients must provide culturally specific financial literacy instruction in the primary language of the girls and women of color receiving the instruction.

Commissioner must submit a written report by January 15, 2019 to legislature containing program design, activities, expenditures, and outcomes disaggregated by race, cultural group, family income, age, grade level, location, and other demographic categories, plus recommendations for a model program.

An unspecified amount from the general fund is appropriated for fiscal year 2017 as a one-time appropriation available until expended.
