Commissioner of education may contract with Minnesota State University Mankato to establish a Principals' Leadership Institute providing professional development to licensed principals focused on instructional and organizational leadership.

Institute must create a network of educational leaders demonstrating strong instructional leadership and racial equity leadership, help develop school vision aligned with community priorities, develop strategies to retain qualified teachers, and develop principal leaders who create culturally responsive practices.

Program content must be based on current research-based best practices in educational leadership that lead to accelerated achievement growth for all students, with participants attending all sessions over four weeks during summer.

School district or charter school leadership may recommend licensed principals for participation based on leadership potential, with priority selection given to principals from districts or schools engaged in intentional work to eliminate predictable racial achievement disparities.

$200,000 in fiscal year 2017 is appropriated from the general fund to the commissioner of education for a grant to Minnesota State University Mankato for the Principals' Leadership Institute.
