Creates a nine-member advisory task force to develop a recommendation on establishing a division of healthy aging within the Department of Health, with members appointed by August 1, 2016.

Task force membership includes the Commissioner of Health (chair), executive director of the Board on Aging, director of Deaf and Hard-of-Hearing Services, and representatives from AARP Minnesota, the Commission of Deaf/DeafBlind/Hard-of-Hearing Minnesotans, plus two House members and two Senators.

Task force must evaluate the benefits and costs of establishing the division, scope of work, staffing needs, and impact on existing divisions within the Department of Health.

Task force must submit a report by January 15, 2017, to relevant legislative committees summarizing findings and recommendations, including draft legislation if needed.

Task force automatically sunsets the day after submitting the report or January 15, 2017, whichever is earlier; an unspecified appropriation from the general fund for fiscal year 2017 is authorized for the Commissioner of Health.
