HF 3042 - All Kids Count Act Summary

• Commissioner must aggregate and disaggregate student data over time to report student performance, growth, learning, and outcome data at school, district, and statewide levels using federal Elementary and Secondary Education Act categories.

• Student data categories must include homelessness, ethnicity, race, gender, disability, home language, migrant status, English language learners, free or reduced lunch, foster care, and other federally-designated categories, with demographic factors integrated into all performance reports.

• Commissioner shall develop and maintain a continuous improvement website making aggregated and disaggregated student growth and learning outcome data publicly available to parents, teachers, administrators, and community members.

• Data reporting model must include students currently or previously counted as English learners and must report on all pupils enrolled in Minnesota public school courses or programs, with disaggregation not required when student numbers are insufficient for statistical reliability or would reveal personally identifiable information.

• All provisions effective for the 2016-2017 school year and later.
