Appropriates funds from the general fund in fiscal year 2017 to the commissioner of employment and economic development for a grant to the West Bank Athletic Club for Somali youth programming.

Funds may support career exploration, job skills development, youth entrepreneurship, community leadership, and business leadership training.

Supports mentoring, tutoring in academics and financial literacy, and intensive team building through athletic programming after school and during school breaks.

Includes prevention of gang involvement and self-destructive behavior through radicalization awareness, positive interaction with law enforcement, and conflict resolution based on spiritual and cultural values.

Activities may be provided in collaboration with law enforcement, state and local public agencies, interfaith organizations, nonprofit organizations, and East African community organizations.
