Appropriates an unspecified amount from the general fund in fiscal year 2017 to the commissioner of public safety for a grant to the Voice of East African Women for a youth and family antiviolence outreach program.

Program must identify behaviors indicating vulnerability to bullying, interfamily violence, community violence, and domestic abuse among East African youth and families.

Program must identify and assess factors including family dysfunction and cultural disengagement that make East African youth vulnerable to recruitment by extremist organizations.

Develops strategies and services including expressive/receptive communication programs, protective and coping skills training, culturally appropriate counseling, after-school and summer programs, financial planning assistance, and employment services.

Activities may be provided in collaboration with law enforcement, state and local agencies, interfaith organizations, nonprofit organizations, and East African community organizations.
