Establishes an informal dispute resolution process allowing telephone utilities to petition the department to resolve disputes with other utilities, with 5-day response periods and a 20-day investigation timeline by the department.

Requires telephone utility bills to include itemized charges by service provider, clear service descriptions, taxes and fees separately identified, and confirmation notices for new or changed services with total monthly billing amounts.

Prohibits telephone utilities from participating in intrastate call routing practices that block or restrict call completion and requires them to contact affected utilities and investigate call failures within one year of discovery.

Requires wholesale transport providers to register with the commission, providing 24/7 contact information and updating registration annually, with contact lists maintained on the department website.
