Creates 12-month continuous eligibility for Medical Assistance recipients determined eligible under specified categories, beginning the month the initial application or redetermination is approved.

Coverage for Medical Assistance may only be terminated during the 12-month period upon written request or if the recipient no longer meets residency requirements.

Creates 12-month continuous eligibility for MinnesotaCare enrollees beginning the month eligibility or redetermination is approved and the first premium payment is received.

MinnesotaCare coverage may be terminated during the 12-month period upon written request, failure to meet residency requirements, or failure to pay required premiums; enrollees may request redetermination to recalculate premium amounts.

Repeals Minnesota Statutes 2015 Supplement section 256B.0561 (periodic data matching provisions) and makes changes effective January 1, 2017, or upon federal approval, whichever is later.
