Nursing facilities and certified boarding care homes must reimburse adult training programs for costs of nursing assistant training programs provided at no cost to participants, including tuition, competency evaluation, and reasonable program expenses.

Reimbursement is capped at 30 percent of tuition and competency evaluation costs and applies only to nursing assistants who complete training and competency evaluation within 90 days of employment or upon program completion, whichever is later.

"Adult training program" is defined to include adult basic education programs that provide nursing assistant training.

Reimbursement costs are classified as allowable costs for nursing facilities under the nursing facility payment rate system and included in external fixed costs calculations.

The payment rate for external fixed costs is modified to add a new component for reimbursement to nursing assistant training programs, determined under the new reimbursement requirements.
