• Modifies the flexible highway account distribution formula by changing the excess sum calculation from revenue-based to 32 percent of the distribution amount within the flexible highway account.

• Modifies speed violation record-keeping thresholds for drivers with 60 mph speed limit violations, reducing the threshold from 10 mph over the limit to 5 mph over the limit for violations occurring on or after August 1, 2014.

• Updates reporting requirements for pavement life-cycle cost analysis from January 1, 2012 start date to begin on unspecified date, and changes report frequency from annual to by January 15 of each year.
