Appropriates $2,850,000 from the bond proceeds fund to the commissioner of administration for a grant to the Arrowhead Regional Corrections Joint Powers Board.

Funds are designated for renovating, remodeling, and completing capital improvements to buildings supporting vocational, educational, and farm work programming at the Northeast Regional Corrections Center.

Nonstate contributions to improvements made before or after enactment are considered sufficient match with no additional nonstate contribution required.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,850,000 to provide the appropriated funds.

Effective the day following final enactment.
