Repeals the state auditor enterprise fund and transfers all existing amounts in that fund to the general fund effective July 1, 2016.

Changes county and political subdivision examination fee receipts from being credited to the enterprise fund to being credited to the general fund beginning July 1, 2016.

Appropriates $6,951,000 from the general fund to the Office of the State Auditor for fiscal year ending June 30, 2017.

Requires the state auditor to report to legislature at least 30 days before implementing increased examination charges and by January 15 of each odd-numbered year on fund revenues, expenditures, staffing levels, audit rate changes, reports issued, and counties audited.

Counties audited by the state auditor continue to pay the state auditor for examination costs and expenses, with payments now deposited in the general fund instead of the enterprise fund.
