Amends Minnesota Statutes 2014, section 116L.666 to modify the designation and administration of workforce development areas in Minnesota.

Changes terminology from "workforce service areas" to "workforce development areas" throughout statutes and replaces "local workforce councils" with "local workforce development boards."

Increases the minimum representation requirement for area workforce and community-based organizations from 15 percent to 20 percent of local workforce development board membership.

Expands board membership requirements to include representatives of apprenticeship training programs and companies with Department of Labor and Industry-recognized apprenticeship programs.

Directs the revisor of statutes to replace all instances of "workforce service area" with "workforce development area" throughout Minnesota statutes.
