Eliminates the requirement that student loan counseling be provided only to borrowers who are 30 to 60 days delinquent, removing this eligibility restriction from the pilot program.

Allows the Office of Higher Education to grant funds to nonprofit debt counseling organizations to provide student loan repayment counseling to Minnesota residents with loans from Minnesota postsecondary institutions.

Maintains the goal of providing two counseling sessions to at least 75 percent of borrowers who receive counseling services.

Establishes counseling purposes to help borrowers understand loan and repayment options, manage loan repayment, and develop workable budgets based on their full financial situation.

Takes effect retroactively from July 1, 2015.
