Increases the St. Louis Park Rail Service Improvement noise barrier grant from $700,000 to $1,500,000 for predesign, design, construction, and installation of noise mitigation barriers associated with freight rail route changes.

Expands the grant's eligible uses to include acquisition and removal of railroad tracks at the Louisiana Avenue grade crossing and removal of railroad tracks for the freight switching wye from Minnehaha Creek to the Canadian Pacific rail line.

Extends the appropriation availability deadline from a prior date to January 1, 2018.

Increases the total bond proceeds fund authorization from $512,140,000 to $512,940,000 to accommodate the additional $800,000 in St. Louis Park funding.
