Establishes a grant program under the Commissioner of Employment and Economic Development to increase women's participation in high-wage, high-demand, nontraditional occupations, with priority given to programs serving women of color.

Defines eligible grant recipients as community-based organizations, employers, business associations, labor unions, apprenticeship programs, educational institutions, and workforce development agencies.

Permits grant funds to support recruitment, training, placement, retention, workplace safety initiatives, sexual harassment prevention, childcare assistance, housing support, and mentorship programs for women and girls in nontraditional occupations.

Requires at least 50 percent of total grant funds be awarded to programs serving low-income women and women of color.

Mandates annual reporting to legislature beginning January 15, 2019, with data disaggregated by race, income, age, location, language status, disability, and homelessness, and appropriates unspecified funds for fiscal year 2017.
