Increases direct contract award limit from existing amount to $25,000 for small businesses, small targeted group businesses, veteran-owned small businesses, and economically disadvantaged area businesses without competitive solicitation.

Expands preferences to six percent for veteran-owned small businesses in state procurement, matching the preference level for other small business categories.

Adds veteran-owned small business preferences and requirements equivalent to those for other disadvantaged business categories, including designation authority and subcontractor goals.

Creates new subdivision 7a allowing commissioner to designate purchases and set subcontractor goals combining multiple disadvantaged business categories (small businesses, targeted group businesses, veteran-owned businesses, economically disadvantaged area businesses) if at least three businesses in two or more categories are likely to respond.

Requires that if policies are implemented for economically disadvantaged areas, policies for veteran-owned small businesses must be implemented simultaneously with at least equal preferential treatment.
