Adds new duty for the Capitol Commission to develop and implement a plan to reopen the Minnesota State Capitol and reintroduce it to Minnesota citizens.

Authorizes the Capitol Commission to solicit gifts, grants, or donations from private and public sources to fund Capitol preservation and restoration activities.

Establishes a State Capitol preservation account in the special revenue fund to deposit and manage all gifts, grants, and donations received by the commission.

Exempts Capitol gift acceptance from standard state gift acceptance procedures under sections 16A.013 to 16A.016, allowing expedited fund-raising.

Appropriations to the Capitol preservation account do not cancel and remain available until fully expended.
