Requires school board vacancies (except those under subdivision 4) to be filled by board appointment, with appointment evidenced by resolution and continuing until an election is held.

Mandates a special election held in conjunction with the school district general election when a vacancy occurs 21 or more days before the filing deadline for candidacy and more than two years remain in the unexpired term.

Eliminates the special election requirement when a vacancy occurs fewer than 21 days before the filing deadline or when less than two years remain in the unexpired term; the appointed person serves the remainder of the term.

For vacancies created by board member removal, requires a special election only if more than one year remains on the unexpired term.

Repeals Minnesota Statutes 2015 Supplement sections 123B.09, subdivision 5a and section 123B.095, effective the day following final enactment.
