• School districts must request group health insurance proposals from at least three potential sources, including one administrator governed by chapter 43A, at least 150 days before contract expiration but no more frequently than once every 24 months.

• Maximum contract length for group health insurance increases from two years to five years unless the exclusive representative of the largest employment group and school district agree otherwise; service cooperative contracts remain limited to four years.

• Insurance entities must provide school districts with 24 months of nonidentifiable aggregate claims records within 30 days of request, and claims data must be included in all proposal requests and publicly released.

• Initial and final insurance proposals must be opened in sealed format with employee representatives present; final proposals become public data 15 days after opening, and school districts must wait 15 days before selecting a proposal.

• Self-insured school districts and those participating in service cooperative pools must follow the same proposal process, except self-insured districts may request third-party administrator services instead of full coverage proposals.
