Legislative auditor must conduct a comprehensive review of fetal tissue use in research activities at the University of Minnesota, including both current and completed research.

Review must examine the total number of research activities using fetal tissue and the costs of acquiring fetal tissues, itemized by funding source including federal, state, and student tuition funds.

Review must assess compliance with applicable federal and state laws and Board of Regents policies related to acquisition, sale, handling, and disposition of human tissues and fetal tissues.

Review must determine whether Board of Regents policies ensure fetal tissue is used only when necessary and that research is conducted ethically with appropriate oversight procedures.

An unspecified amount from the general fund is appropriated for fiscal year 2016 to the Office of the Legislative Auditor, with unused balance carrying over to fiscal year 2017; auditor must complete review within 60 days of enactment.
