Creates a 12-member legislative task force composed of 6 senators (3 appointed by majority leader, 3 by minority leader) and 6 house members (3 appointed by speaker, 3 by minority leader) to review the Office of the Legislative Auditor's 2016 report on Minnesota's teacher licensure program.

Task force must submit a written report by February 1, 2017, recommending how to restructure the teacher licensure system by consolidating all activities into a single state entity or, at minimum, clarifying existing responsibilities to ensure transparency and consistency.

Report must consider the tiered licensure system recommended in the legislative auditor's report and identify any statutory changes needed to implement the task force's recommendations.

Task force must consult with stakeholders including Education Minnesota, school districts, teacher education institutions, school administrators, principals, and cultural affairs councils during its review and development of recommendations.

Appointments must be made by June 1, 2016, with the task force expiring February 2, 2017, unless extended by law; the Legislative Coordinating Commission shall provide technical and administrative assistance.
