Appropriates $1,708,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Silver Bay for a Black Beach campground project.

Campground shall include camping sites, electrical/water/sewer infrastructure, playground, pavilion, lavatory vaults, shower and lavatory building, main office building, and optional walking trail to Black Beach recreational site.

Funding is contingent on the city of Silver Bay committing $548,000 in nonstate contributions, which may be in-kind or include the value of site preparation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,708,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
