Rate increases for nonprofit nursing facilities in Breckenridge are effective beginning January 1, 2016, and annually thereafter; rate increases for Moorhead facilities are effective beginning January 1, 2020, and annually thereafter.

Operating payment rates for qualifying nonprofit nursing facilities in Breckenridge or Moorhead shall be adjusted to equal the median RUG's rates of comparable nonprofit nursing facilities located in adjacent cities in other states and cities contiguous to those adjacent cities.

The commissioner must conduct rate comparisons on October 1 of each year, with adjustments applied to rates effective the following January 1.

Minnesota facilities with a weight of 1.0 shall have their operating payment rate computed by dividing the adjacent city's median operating payment rate (with a weight of 1.02) by 1.02.

Facilities receiving rate increases under this subdivision are exempted from the total care-related limit in subdivision 50 and the operating price limit in subdivision 51, provided this results in a higher payment rate than otherwise determined.
