• Replaces references to repealed section 245.825 with section 245.8251 throughout multiple statutes governing restraints, treatment procedures, and aversive interventions for persons with developmental disabilities.

• Maintains existing prohibitions on restricting access to nutrition, water, medical care, hygiene facilities, sleep, and clothing; and requires consent from persons or guardians before implementing restrictive interventions except in emergency procedures.

• Repeals Minnesota Statutes section 245.825, subdivisions 1 and 1b, consolidating aversive and deprivation procedure rules into the newly approved chapter 9544 framework.
