Commissioner of human services shall increase operating payment rates for intermediate care facilities for persons with developmental disabilities (ICF/DD) by 5 percent effective July 1, 2016, comprised of 3 percent workforce compensation, 1 percent quality improvement, and 1 percent person-centered components.

ICF/DD facilities must use 90 percent of workforce compensation funds for direct employee compensation costs, excluding central office and management contract employees, with increases implemented between July 1 and August 1, 2016.

Commissioner shall increase reimbursement rates by 5 percent for home and community-based services providers effective July 1, 2016, with the same three-component structure (3 percent workforce, 1 percent quality, 1 percent person-centered).

Home and community-based services providers must submit quality improvement and community integration projects for implementation by June 30, 2017, to receive the quality and person-centered components of the rate increase.

Multiple existing ICF/DD rate increase and decrease subdivisions (subdivisions 4-11 and 14 of section 256B.5012) are repealed, consolidating previous rate adjustment provisions.
