Requires the commissioner to conduct criminal history and driver's license records checks before issuing a driving instructor license, with checks consisting of state criminal records, national criminal history check, and driver's license records system review.

Applicant must provide signed informed consent form, fingerprints, and required fees; the superintendent of the Bureau of Criminal Apprehension exchanges fingerprints with the Federal Bureau of Investigation and provides results to the commissioner.

Commissioner determines disqualification from licensure based on criminal history data; applicant's failure to cooperate with the records check is reasonable cause to deny an application or suspend a license.

Allows commissioner to issue temporary driving instructor license for up to 180 days to otherwise qualified applicants upon presentation of an affidavit that applicant has not been convicted of gross misdemeanor or felony and criminal history check from each state of residence.

Temporary license may be reissued if national criminal records repository check is timely submitted but not completed within the 180-day period.
