Commissioner of health shall study disparities in adequacy, timeliness, and scope of prenatal care for women of color, American Indian women, and low-income women, including identifying sources of these disparities.

Commissioner must conduct the study in consultation with organizations representing and serving families of color, American Indian families, or low-income families.

Commissioner shall submit a report to the chairs and ranking minority members of the house and senate health and human services committees by September 1, 2017, with study results and recommendations for reducing disparities.

An unspecified amount from the general fund is appropriated in fiscal year 2017 to the commissioner of health for grants to organizations representing and serving families of color, American Indian families, or low-income families for work associated with the study.
