• Permits consumers to request security freezes through certified mail, telephone with personal identification, or secure electronic mail connection.

• Exempts minors and identity theft victims from the $5 fee for placing, temporarily lifting, or removing a security freeze.

• Identity theft victims must provide a valid police report or police case number to qualify for the fee exemption.

• Effective the day following final enactment.
