Expands eligibility for safe harbor services, shelter, housing, and support programs to youth age 24 and younger (previously limited to minors).

Appropriates $2,000,000 in fiscal year 2017 to the commissioner of human services for emergency shelter and transitional and long-term housing beds for sexually exploited youth.

Appropriates $500,000 in fiscal year 2017 to the commissioner of human services for statewide youth outreach workers connecting sexually exploited youth with shelter and services.

Appropriates $2,800,000 in fiscal year 2017 to the commissioner of health for trauma-informed culturally specific services ($2,000,000), training for frontline personnel ($800,000), protocol implementation, and program evaluation.

Establishes a safe harbor for youth account in the special revenue fund, funded by penalties assessed to adults convicted of sexual exploitation crimes (40 percent of assessments ranging from $500-$1,000), to be distributed to crime victims services organizations serving sexually exploited youth.
