Modifies Minnesota's state value-added growth model for measuring and reporting individual student educational growth and school achievement, effective July 1, 2016.

Requires the commissioner to consult with a stakeholder group including assessment directors, district staff, culturally responsive teaching experts, and researchers when creating or modifying student growth data indicators.

Mandates the growth model accommodate multiple assessment types (criterion-referenced, norm-referenced, college readiness), include students with missing data, incorporate multiyear averages, and account for student and teacher mobility.

Requires Web-based reporting of growth model output to teachers at state, district, and school levels with role-based access by August 1, 2017.

Prohibits individuals with financial interests in student assessment providers or services from serving on the stakeholder group.
