Codifies the Minnesota State High School League gender identity policy by adding subdivision 2a to Minnesota Statutes 2014, section 128C.02, establishing eligibility criteria for transgender students in league-sponsored interscholastic activities.

Defines "transgender person," "gender-related identity," and "gender-related expression" for purposes of student participation in league activities.

Requires member schools to review student transcripts, written notice from student and parent/guardian affirming consistent gender-related identity, statements from parents/friends/teachers, and a written statement from a health care professional before determining appropriate gender team placement.

Grants students eligible to participate in league activities consistent with their current gender-related identity for the remaining period of their high school eligibility once school confirms their consistent and uniform gender-related identity.

Establishes appeal process to the league's executive director if a school denies a student's request to participate consistent with their gender-related identity, with the executive director's decision being final; requires schools to maintain privacy of student information and provide safe locker room, bathroom, and shower facilities accessible to all students.
