Establishes the Minnesota Health Care Workforce Council with 29 members including legislators, gubernatorial appointees, representatives from health care organizations, and state commissioners to monitor health care workforce needs and trends.

Council members appointed by September 1, 2016, with four-year terms; council shall not expire and members receive no compensation except expense reimbursement.

Requires Commissioner of Health to submit preliminary report by September 30, 2017, and comprehensive health care workforce plans every five years beginning September 30, 2018, analyzing supply and demand for health professionals and recommending actions to address workforce needs.

Commissioner must submit annual progress reports in years between five-year plans beginning September 30, 2019, documenting progress toward projected goals.

Appropriates unspecified amount from general fund in fiscal year 2017 to Commissioner of Health for administrative, planning, and research support for the council and workforce planning.
