Authorizes the commissioner of corrections to house offenders in nonpublicly owned facilities in addition to state correctional facilities.

Permits the commissioner to determine the place of confinement for committed persons across correctional facilities, other Department of Corrections facilities, or nonpublicly owned facilities.

Requires the commissioner to enter into a contract to lease and operate an existing prison facility with a capacity of at least 1,500 beds located in Appleton, Minnesota to address bed capacity shortfalls.

Maintains existing restrictions preventing closure of Minnesota Correctional Facility-Stillwater or Minnesota Correctional Facility-St. Cloud without legislative approval.
