Commissioner of management and budget shall contract with an independent organization experienced in evaluating large information technology platforms to conduct an evaluation of MNsure's operations and performance during the open enrollment period ending January 31, 2016.

Evaluation must assess enrollment trends in qualified health plans, percentage of enrollees accessing tax credits, effectiveness of consumer outreach and education strategies, and adequacy of MNsure's financing.

Evaluation must include assessment of consumer enrollment experience and comparisons with the federal platform and other state-based marketplaces.

Evaluation must report on MNsure's progress in meeting benchmarks in its information technology development and modernization plan, including timeline and costs for completing remaining functionality elements.

Commissioner shall submit evaluation results and findings on MNsure's strengths and limitations to the MNsure Legislative Oversight Committee and relevant legislative committees and divisions by January 15, 2017.
