Appropriates funding from the general fund for fiscal year 2017 to the Minnesota Commissioner of Health for grants to community health boards and tribal governments operating nurse-family partnership home visiting programs.

Grant recipients must contract with a Minnesota nonprofit organization to provide safe sleep baby boxes and baby care supplies to prenatal clients served by their home visiting programs.

Commissioner shall prioritize grant awards to counties or areas with high rates of young women not receiving consistent, timely prenatal care; high infant mortality rates; or poor birth outcomes such as low-weight births.

Establishes base funding for the 2018-2019 biennium at an unspecified amount per fiscal year (dollar amounts left blank in bill text).
