• Allows Office of Higher Education commissioner to retain up to 5% of new program appropriations for administrative and monitoring costs starting January 1, 2016.

• Requires state colleges and universities to not mandate remedial courses for students with college-ready ACT scores; allows consideration of Minnesota Comprehensive Assessment benchmarks starting 2018-2019 school year.

• Directs Minnesota State Colleges and Universities Board of Trustees to develop plan for comprehensive two-year residential program for students with intellectual and developmental disabilities at up to four campuses, with report due January 15, 2017.

• Establishes fetal tissue research center at University of Minnesota with oversight of ethical acquisition and disposal; requests legislative auditor review of university's fetal tissue research activities within 60 days.

• Expands ombudsman authority to monitor University of Minnesota Department of Psychiatry clinical drug trials and receives complaints regarding trial participants; requires University of Minnesota Board of Regents to reimburse ombudsman for oversight costs.

• Requests University of Minnesota Board of Regents establish collegiate recovery program on Rochester campus for students in recovery from addiction; requires program outcomes report by January 1, 2020.
