Increases education partnership pilot grant funding from $501,000 in fiscal year 2016 to $876,000 in fiscal year 2017, with $292,000 annually awarded to each of three recipients: Northfield Healthy Community Initiative, Jones Family Foundation (Red Wing), and Independent School District No. 742 (St. Cloud).

Establishes $876,000 as the permanent base funding for education partnership pilot grants beginning in fiscal year 2018.

Increases Northside Achievement Zone grant funding from $1,200,000 in fiscal year 2016 to $2,050,000 in fiscal year 2017, with $2,050,000 set as the permanent base for fiscal year 2018 and later.

Increases St. Paul Promise Neighborhood grant funding from $1,200,000 in fiscal year 2016 to $2,050,000 in fiscal year 2017, with $2,050,000 set as the permanent base for fiscal year 2018 and later.

Requires partnership pilot grant recipients to submit biennial reports on grant-funded activities, outcome changes, and program plans to legislative committees by February 15 of each even-numbered year.
