Allows charter schools designated as eligible special education charter schools under Minnesota Statutes section 124E.21, subdivision 2, to request accelerated cash flow for special education aid payments from the commissioner of education.

Commissioner must approve properly submitted requests within 30 days and accelerate regular special education aid payments according to the school's requested schedule.

Schools receiving accelerated payments cannot receive current payments exceeding 90 percent of their estimated annual special education aid entitlement.

Commissioner must proportionally delay special education aid payments to all other school districts and charter schools to maintain unchanged overall aid payment savings for the fiscal year.

Effective for revenue in fiscal year 2017 and later.
