Establishes a grant program for eligible physician assistant, advanced practice registered nurse, and mental health professional training programs located in Minnesota to plan and implement expanded clinical training.

Planning grants capped at $75,000; training grants capped at $150,000 for year one, $100,000 for year two, and $50,000 for year three per program.

Eligible uses of funds include establishing or expanding clinical training, recruitment and retention of students and faculty, student travel and lodging, salaries and incentives, cultural competency training, equipment, and supporting primary care team-based clinical education.

Commissioner of health shall evaluate applications based on project clarity, provisions for post-grant sustainability, consistency with increasing access to primary care and mental health services in rural and underserved urban communities, incorporation of team-based primary care, and project costs.

Appropriates unspecified amount from general fund in fiscal year 2017 to the commissioner of health for the grant program; appropriations do not cancel and remain available until expended.
