Increases the age limit for individuals eligible under the family homeless prevention and assistance program from 22 years old to 24 years old or younger.

Allows tribes and groups of tribes to apply for and receive grants for family homeless prevention and assistance projects in areas located outside the metropolitan area.

Requires at least one grant to be awarded in an area located outside the metropolitan area.

Permits county boards, groups of contiguous counties, tribes, and community-based nonprofit organizations with county sponsoring resolutions to apply for grants for non-metropolitan areas.
