Allows up to 10 percent of federal food stamp employment and training reimbursement funds to be used for administrative costs of capturing additional federal reimbursement dollars, with a commissioner report due February 15, 2017.

Requires federal financial participation for the nonstate portion of food stamp employment and training costs to be paid directly to the county agency or other entity that incurred the costs.

Limits federal Supplemental Nutrition Assistance Program employment and training funds from MFIP and child care assistance reimbursements to $4,900,000 per year for fiscal years 2014-2015 and $4,400,000 per year for fiscal years 2016-2017, contingent on federal approval.

Allows the commissioner to adjust working family credit expenditures claimed as TANF maintenance of effort in accordance with federal SNAP employment and training funds received.

Establishes total appropriation of $6,456,311,000 for 2015 across multiple funds including General ($5,676,652,000), Special Revenue ($4,510,000), Health Care Access ($518,446,000), Federal TANF ($254,813,000), and Lottery Prize Fund ($1,890,000).
