Adds autism spectrum disorder treatment services to the list of essential health benefits covered under health insurance plans

Specifies that autism spectrum disorder treatment services must be provided pursuant to section 62A.3094

Includes the new autism coverage within the category of "rehabilitative and habilitative services and devices"

Maintains alignment with the federal Affordable Care Act's definition of essential health benefits
