Creates a Student Discipline Working Group to review Minnesota's Pupil Fair Dismissal Act (Minnesota Statutes sections 121A.40 to 121A.56) and related student discipline provisions, with recommendations due to the legislature by February 1, 2017.

Working group must analyze disciplinary data disaggregated by race, ethnicity, poverty, disabilities, homelessness, English language proficiency, gender, age, and foster care status; the meaning of "willful" in dismissal grounds; positive behavioral interventions and restorative practices; due process rights; and professional support service access.

Working group must examine the presence and role of school resource officers in school buildings, their impact on student discipline and outcomes, and policies for retaining or destroying student disciplinary records.

Membership includes one representative each from 25 organizations including school boards, administrators, teachers unions, disability advocates, parent groups, and student reform groups, plus six legislators (three senators and three house members) appointed by June 1, 2016.

Commissioner of education convenes the first meeting; working group members receive no expenses or per diem; working group expires February 2, 2017.
