Defines "autonomous vehicle" as a vehicle capable of driving without active human control or monitoring, excluding vehicles with only driver assistance systems like adaptive cruise control or lane-keeping assistance.

Establishes a 19-member autonomous vehicles task force with representation from state legislators, commissioners, disability councils, paratransit experts, and disability community members, with appointments required by July 31, 2016 and first meeting by October 15, 2016.

Task force must design and supervise a demonstration project to test how autonomous vehicles can serve people with disabilities, analyze results, and report findings and recommendations to the legislature by December 31, 2018.

Demonstration project vendors must provide $5,000,000 in insurance or surety bond, include participants with developmental, mental, and physical disabilities from both metropolitan and greater Minnesota areas, and allow operation by unlicensed individuals if a licensed driver is present or remotely monitoring.

Appropriates $5,000,000 from the general fund to the commissioner of transportation for task force and demonstration project expenses, with the task force and its authority expiring June 30, 2019.
